Toll-free / 8XX service translates a dialed toll-free number to a routing number or carrier via an SCP (SMS/800, RespOrg databases) over SS7 AIN/INAP-style queries. Modern IP paths may use ENUM or HTTP NP/TF APIs, but the control-plane idea remains a database dip before the IAM/INVITE is routed.
